# International Public Policy Forum (IPPF) Debate The International Public Policy Forum (IPPF) Debate, sponsored by The Brewer Foundation and New York University, is a prestigious global competition that merges the art of debate with in-depth research and academic writing. Open to high school students in grades 9–12, the IPPF challenges participants to engage in critical discussions on complex public policy issues, offering a unique hybrid format that combines essay writing and oral debate. As one of the few opportunities of its kind, the IPPF provides students with a platform to showcase their leadership, reasoning, and communication skills, culminating in the chance to win a $25,000 grand prize. ## Program Structure The IPPF follows a hybrid format with multiple stages of competition: 1. **Initial Essay Round:** Teams submit a written essay of up to 2,800 words on a predetermined topic in public policy. Essays are evaluated by a panel of judges, who select the top 64 teams to advance. 2. **Elimination Rounds:** The top 64 teams progress to a series of debates conducted online. Teams submit written responses and rebuttals to prompts based on the initial topic. Judges assess the quality of research and argumentation to narrow the field. 3. **Finals in New York City:** The top eight teams are invited to compete in person at the IPPF Finals, held in New York City, where they engage in live debates before a panel of experts. The competition typically spans several months, from the fall (essay submission) through the spring (finals). ## What Students Experience Students participating in the IPPF gain hands-on experience with critical elements of leadership, including persuasive communication, teamwork, and problem-solving. Participants deeply analyze complex public policy issues, conduct thorough research, and develop evidence-based arguments. Throughout the competition, students refine their writing skills by crafting clear, compelling essays and written rebuttals. In later stages, they hone their public speaking abilities by presenting and defending their perspectives in live debates. Finalists also have the unique opportunity to engage with policymakers, scholars, and other experts during the culminating event in New York City. Beyond the intellectual rigor, the IPPF fosters collaboration by encouraging teams to work together to develop cohesive positions, drawing on diverse perspectives to create innovative policy solutions. ## Why It Matters for College Applications Participating in the IPPF demonstrates a student’s ability to engage with complex, real-world issues and showcases skills highly valued by colleges, including critical thinking, research proficiency, and effective communication. The global scope of the competition highlights a student’s initiative, ambition, and commitment to leadership in addressing societal challenges. Being selected as a finalist or award recipient can significantly enhance a college application, serving as evidence of excellence in both academics and extracurricular involvement. ## Eligibility The IPPF is open to high school students in grades 9–12 from around the world. Teams must consist of three to eight members, and each team must have an adult coach (such as a teacher, debate coach, or parent). There is no cost to participate, making it an accessible opportunity for all eligible students. ## How to Participate To join the IPPF, interested teams must register on the program’s official website and submit an essay by the specified deadline in the fall. Detailed guidelines, deadlines, and the annual topic are provided on the IPPF website. Students and coaches are encouraged to review the rules and resources available to maximize their success in the competition.
