What Is State Seal of Biliteracy?
The State Seal of Biliteracy is a credential awarded by a participating state educational agency, district, school, or program, usually at high-school graduation, to recognize demonstrated proficiency in two or more languages. It is not a national extracurricular program, a single federal application, or one standardized test. A student's school and state determine whether they participate, which languages and assessments count, the required proficiency levels, English-language evidence, graduation or diploma conditions, fees, forms, deadlines, and how the seal appears on a transcript or diploma.
Depending on the jurisdiction, evidence can include approved language-proficiency exams, English-language arts grades or tests, AP or IB results, state assessments, portfolios, locally evaluated evidence, course completion, or differentiated pathways for English learners and non-English learners. Some states or schools offer multiple levels or distinction; others do not. Never copy another state's score or assume that fluency, course enrollment, bilingual identity, home-language use, an AP course, or an outside certificate automatically earns the local seal.
