What Is Taylor Opportunity Program for Students (TOPS)?
TOPS is not one automatic full-tuition scholarship. It is a family of Louisiana merit awards—Opportunity, Performance, Honors, Excellence, and TOPS Tech—with different academic thresholds, award amounts, eligible programs, renewal rules, and duration. Awards can be used at specified Louisiana public, technical, proprietary, cosmetology, or independent institutions.
Standard eligibility requires U.S. citizenship or permanent residence, Louisiana residency, completion of the applicable TOPS core curriculum, an award-level core GPA, and a qualifying ACT or equivalent score. Current standard thresholds begin at a 2.50 core GPA and ACT 20 for Opportunity, rise to 3.50 and ACT 31 for Excellence, and use 2.50 plus ACT 17 or WorkKeys Silver for TOPS Tech. TOPS does not accept ACT superscores. Home-study and eligible out-of-state graduates follow alternate rules.
