“Youth City Council Program” is not one nationwide extracurricular and has no universal ICMA or National League of Cities application. It is a program family implemented separately by municipal governments under names such as Mayor's Youth Council, Youth Advisory Council, Youth Commission, and Youth City Government. ICMA and NLC provide guidance and convening, but they do not select every local council's students.
