What Is Congressional App Challenge?
The 2026 Congressional App Challenge is open in participating congressional districts. Middle- and high-school students build an original, functional app using any programming language or platform and enter either the district where they live or the district where they attend school. Entrants may work alone or in teams of up to four; at least half of a team must be eligible for the district entered. All participants must be U.S. residents, but U.S. citizenship is not required.
Eligible work must have been created after October 30, 2025. Each student may enter only once. AI tools are permitted when fully disclosed, but AI cannot constitute the entire technical development and students must demonstrate their own coding contribution and understanding. The online application includes profiles and eligibility information, written responses, and a public one- to three-minute YouTube or Vimeo demonstration video showing the app's purpose, audience, tools, languages, and functionality.
