What Is Penn Model Congress (PennMC)?

Penn Model Congress is a student-run legislative simulation for high-school delegations in Philadelphia. The official pages describe April 2–5, 2026, with committee debate, student-written bills and additional educational events. Advisors coordinate accounts, rosters, invoices and supervision. Historical delegate and hotel fees were separate, and aid did not make all participation automatically free.
